Well, yes - I’m using CorelDraw and Illustrator. I’m using CorelDraw since 1992. and sometimes, working in CorelDraw it’s a little bit easier for me.
Step 1
Draw something that looks like a wing (using Bezier Tool)

Step 2
Draw 2 circles, one on the top of the other

Step 3
Use “back minus front” option from “Shaping” menu

Step 4
Using “weld” option from “Shape” menu, weld copied wing and created shape.

Step 5
Add scroll (help: how to draw a scroll) for orientation, so you can add more elements around. Draw one big “grungy” circle as displayed.

Step 6
Add few “branches” and stain drips (help: how to create grungy vector brushes in Illustrator).

Step 7
Draw few elements inside the emblem: animals, flowers, branches, people… anything

Step 8
Finally add some ink splatters around the emblem (help: how to create grungy vector brushes in Illustrator)

Add one big dotted circle in background (help: how to create popart circle in Photoshop) and colorize the emblem.
